You can rely on Oracles internal data types conversion mechanism
Or use conversion functions ie. in your case
insert into table_name values(10, to_char(1960));
Look in oracle docs for conversion functions

How can I make a character format from a number format in an insert
statement?
For instance insert into table_name values(10, 1960);
where 1960 is supposed to be put in the column, which is in character
datatype.
