To use svrmgrl, the following conditions must be met:
1. the NT Service must be started. (use the "net start" command or
"srvinfo" to display service info)
2. the environment variable ORACLE_SID must be defined
C:\>set oracle_sid=DEV
C:\>svrmgrl
