My guess would be that you are actually looking at a synonym (or view) called associate.

The table name that the synonym (or view) is referencing is probably not called associate, hence the non-existence error when trying to truncate the table called associate.  Run the following query to verify ...

select synonym_name, table_name from user_synonyms where synonym_name like 'ASSOCIATE';
