Didn't do it on migration but I have used it... We
wanted to move a pre-packaged app from rule to cost
based (mainly to get better performance from the adhoc
query).

We started with the stored outline approach and had
some reasonable successes.  We didn't go that way in
the end (we separate out the adhoc people so we could
trap their login's and tweak optimizer settings using
db logon triggers instead)
