Hey !

You can not set the LOGGING value in the SYS tables.
If is used to know whether the table is in LOGGING
mode or NOLOGGING mode. 

Normally NOLOGGING (or UNRECOVERABLE in older
versions)  is used to speedup certain operations (like
CTAS/pCTAS or index rebuilds /data loads) and the not
much redo is generated in thse cases.

However you need to take a complete backup once you
take out from NOLOGGING Mode..
