Srikanth,

What is the NLS_LANG setting of the clients using the
front-end app?  Sounds like they're set to US7ASCII so
they would automatically replace any extended ascii
characters with a '?'.

I know at one point the default NLS_LANG setting for
Windows clients was US7ASCII, but I can't remember
when it changed.
