    These are usually file layouts, in COBOLese.  FILLER is usually unused space, as in:

first-name pic x(20).
filler pic x value space.
last-name pic x(30).

This is the first name, a space, and the last name.  FILLERs usually have a value associated with them, unless they are truly not used, since COBOL does not do a good job of initializing fields (some programmers do it manually by moving spaces to the entire record).
