That's the problem, I consultant set this all up and it is all screwed up. Things are
all over the place. I am trying to untangle the spagetti now.

Well, among other things you should set your db_domain and fix
yur sqlnet.ora to be the same as your db_domain. You could also
hire a consultant to perform the initial setup.
