Just tried that against three of my DB's, every time it came back with 1.

Doing floating point arithmetic involving multiplication and division
causes unpredictable results.  For example, if you issue the following
select statement from a SQL*Plus session, the result would be "~" which
is incorrect.

select 62.323/62.323 from dual;
