What are you trying to monitor - just Oracle databases, the OS as well (if
so which OS) and anything else?

We use the Watchdog functionality (part of CA Unicenter) to monitor our VMS
servers (where we don't run Oracle) and it good for that.

It depends on what you are trying to achieve.
