have you confirmed ORACLE_SID is correctly set

Hi all, 

I'm trying to create a database using 817 on Windows
2000.  I used Database Configuration Assistant to
create the database, when it runs to "Create Database
Files", it gave me error "ORA-01034, ORACLE not
available". I took the default settings for SGA,
buffer cache, log buffer size.  Oracle Listener anc
client cache services are running.

Any idea what's going on and how to fix it?  Thank
you!
