Somewhat OT, but on Solaris there is a file (or link) called
/etc/default/init
 
/etc/TIMEZONE is supposed to be a link to this file also.
 
There should be a line in that file like:
 
TZ=US/Eastern
 
Change this to the desired value and reboot server.  Root access is
required.
 
What values are allowed?
 
Try looking under /usr/share/lib/zoneinfo/US (for US timezones).
