free buffer waits

Hello all,   Does anybody know what parameters I should be tuning/change to try & reduce the number of busy buffer waits.  I have a system which at times has over 15+session waiting on "free buffer waits".   The explanation that I have been able to find so far is that session are waiting on buffer to free up :)   Have a good night all,   Joel.
