Help: could not resolve service name error

Oracle 9i on XP Prof. on DELL PC.   I created a test DB on my PC and when I try to log into SQL I get this error:  ORA-12154: TNS: could not resolve service name.   How do I fix this?   Thanks, Ken Janusz, CPIM
