Or unless the old characterset is US7ASCII and the new characterset is a superset of that, like UTF8, WE8ISO8859Px, etc., and you're database is at least v8.x.
Then you can follow MetaClink article 66320.1, where you just need a few ALTER DATABASE commands and a few instance bounces.
