Tracy,
 We had the same problem here. We use Win98 as the client running the
apps against a 7.3.4.5.1  and 8.1.7 database. The fix was to use the
Micrsoft ODBC drivers rather than the Oracle ODBC drivers to accomplish
the pg fwd/pg back. MS drivers are more robust and allow additional
options.
