read the docs... all that running catrep does is load the stored
procedures  you will need to use.

You need to decide on 

multi-master vs materialized view replication
if materialized view:
   read-only, updateable, writeable

synchronous or asynchronous

and that's just to determine which kind of replication you want to be
running.  Then you actually have to implement it.
