umask is the same for oracle on both machines and listerner owner and group is oracle dba on both machines and both listeners have been started by oracle

But when I create a file through OEM or a plsql procedure I get 644 permissions. My umask is 02. On another system - solaris everything ok. Both .profiles are the same. Sys admins no help. Any clues?
