umask is the same for oracle on both machines and 
listerner owner and group is oracle dba on both machines and
both listeners have been started by oracle

Default permissions are rw-r--r--,which can be overridden by the 
following factors: 

1) The Oracle instance owner's Unix umask since Oracle is the owner of all
the server processes. It is the server process that writes the UTL_FILE
output file. 

2) For network connections, permissions are set by umask of the user that
starts the sqlnet listener. The Listener spawns a server process which
inherits the listener's userid. 

If you set the umask for the user before starting the listener and use the
listener to connect to the database , the permissions are set by the umask.
So the permission might be different when you connect directly and connect
through the listener to the database.

Ok,  I log in as oracle, touch a file I get 664 permission on it.

But when I create a file through OEM or a plsql procedure I get 644
permissions.

My umask is 02.

On another system - solaris everything ok.

Both .profiles are the same.

Sys admins no help.  

Any clues?
