You will want to open a TAR on this. There is a lengthly procedure document that Oracle will provide for doing an Apps Clone on 11i. There are issues with just duplicating the executables and database. I got out of Apps on 10.7, but remember that a doc was being written by Oracle as of the 2001 Open World for 11i.
