For each process 'reserved' by oracle, there is a small amount of space allocated in the SGA and a semaphore is reserved at the O/S level (assuming UNIX). A lesser number of processes will allocate a slightly smaller amount of SGA and fewer semaphores. Until a session is started, no other memory is allocated.
