Interesting.  Depressing, but interesting.  In Korn:

export NLS_LANG=AMERICAN_AMERICA.WE8ISO8859P1

...and all's well with SQL*Plus.  But with Perl/DBI:

DBI->connect failed: ORA-12705: invalid or unknown NLS parameter value
specified (DBD: login failed) at ./cursor_sharing_yes.pl line 17
Can't call method "prepare" on an undefined value at ./cursor_sharing_yes.pl
line 32.

I can't win.
