Its not possible to get the ROWIDs in the before statement trigger. You can only get the ROWIDs in the before/after row triggers. The firing sequence is before statement -> (before row -> after row) for each row -> after statement
What do you want to achieve by getting the ROWIDs in a before statement trigger?
