They are generated when you connect internal, connect as sysdba, or connect as sysoper. You can't turn them off.
In 9i, AUDIT_SYS_OPERATIONS=TRUE (default FALSE) will also create ".aud" files in the AUDIT_FILE_DEST, but obviously that can be turned off.
