In Oracle7 you had to explicitly select "Distributed Option" when installing the software.
I believe it was also licensed as an option -- ie you had to pay additional for it.

option installed on all of their databases.

It's on my Personal Oracle, but seems to
be part of a general set of things that
get installed.
