Just re-read your note and realized that you are not able to start any Oracle service.  
 
Is the server a Pentium IV (just a thought)? Is this a new install?  Or did it just start happening?  Does a re-boot of the server make any difference?
 
Could well be a permissions/access issue.  Trying to run LSNRCTL from the command line may still give you some more meaningful clues..

To start with - try to run the LSNRCTL command from a 'command line' prompt (you get the command line prompt by typing 'CMD'  from the 'START'--- then ---> 'RUN'  box) on the server where the Listener ought to be running.
 
Once you get the LSNRCTL> prompt you can type the 'START' command, which will try to start the Listener.  This will, hopefully, give you more meaningful messages so that you then try to resolve the issue.  Note down and follow-up on any TNS-XXXXX errors, etc.
 
You can also issue the 'STATUS' command to show the current status of the Listener or the 'HELP' command to list the various commands you can issue.
 
Once you are done you can exit by issuing the 'Exit' (or Quit) command.

Good morning everyone,

Windows 2000 sp3, ver 8.1.7.2

I have NO IDEA what is going on here.  I can't start any of the services associated with Oracle, not with my logon, not with local admin, not with a local account with appropriate permissions, nothing.

Here's what I've tried:

  • Followed note on metalink stating to add local security policies:  Act as part of operating system, increase quotas, log on as batch job, replace a process level token, and rebooted. 
  • All logons are part of the administrator and the ORA_DBA group. 
  • I am able to log in as each of these local accounts, the accounts are not locked or messed up.  I have double-checked the password in the properties tab.
  • Local system account also fails with same error.

Here's the error I receive when I try to manually start the listener service:

"Could not start the OracleOraHome81TNSListener service on Local Computer.  The service did not return an error  This could be an internal Windows error or an internal service error.  If the problem persists, contact your system administrator."

I am clueless and so is the sysadmin.  I am just thankful this is a test system instead of production... I know next to nothing about windows.

Any suggestions would be helpful.  Thanks
