Yes, job_queue_processes must be greater than 0 (we use 2).

I am trying to set a job in db , but db is not executing the job
although it passed the next_date (dba_jobs). 
when I looked at  parameters i found JOB_QUEUE_PROCESSES =0  ( i guess
its default).
sholdn't oracle automatically kicks a process ?
Is this the resson job is not being executed .
