It's been awhile since I worked on this - but I think you can trick it if you make a copy of your net8 directory and name it network.

ORACLE Developer 6i come with ORACLE 8.0.6 client
sql*net.  Does their has way to make Developer 6i use
ORACLE 8i (8.1.7) sql*net or NOT?
