Raju, Have you tried the 'Oracle 8i Reference Guide' for DBA_*, V$* views, and 'Supplied packages Reference' for DBMS_*, UTL_*? (If you have, you would do well to mention so, to send right signals to some of the list members.)
If you are looking for the source code for the supplied packages, you can see the package specs through DBA_SOURCE, but most of them have wrapped package bodies. A very few of the packages (utl_http I think, not sure) have their source code accessible through DBA_SOURCE.
