IIRC it is a bug, on 5L oracle sometimes _forgets_ to run the job. We noticed this in early versions of 9i. We stopped using it and we use cron instead.   If you want to test this, set job_queue_processes to say 20 and see, it will probably work. The workaround from oracle states to set it to 'really high' number.
