I am going to have to say that you are asking two different questions.

TDWI is THE definitive organization for getting certifications/
training/information about Data Warehousing and Business Intelligence
as a discipline. I would strongly suggest that you do look into that
because there is no point in simply learning one vendor's tools and
set of techniques. There are overall best practices that you simply
will not learn if you lock into one vendor, no matter how much market
share they currently have.

Having said that, Oracle does not have a certification path for BI/DW
that i know of except for Hyperion/ESSBASE (and i just visited the
certification site to check) so again, I have to suggest getting a
solid grounding in the fundamentals. BI/DW is fundamentally different
than any other sort of database work and while Oracle is one of the
leaders they are not close to being the only player and the entire
field is growing fast enough that an upstart could come from nowhere
with a killer appliance and sweep up huge market share.  In the BI/DW
space flexibility and knowledge of the basics are the keys to being a
success.

Download a copy of OBIEE+ and dig into it for sure but if you don't
have the fundamentals down you will not learn much.

Read all that you can on the topic as well. There are tons of great
books on the topic and there are tons of great, and not so great, web
resources out there as well.

The other thing to bear in mind is that DW/BI is not a strictly
technical discipline. To be really good at it you need to have a deep
curiousity about the business side of the equation, merely being a
skilled geek (not an insult, I consider myself a geek among other
things) is not enough. My technical skills are very good and i am very
proud of them, but where I add value to my organization (I currently
run the reporting and dashboarding group for my company) is in the
turning of data into information and that is what the TDWI training
can help you with.
