One small amendment:
select * from
  (
  select  emp_id, ename, sal,  rownum r_num
  from    emp_master e
  join    sal_master s on s.emp_id = e.emp_id
    ORDER BY SAL,emp_id
  )
where r_num = 3;

If there are ties, you will get the one with the smallest emp_id.
