I use plsql developer for testing each procedure or function. Because just
by right clicking on the name of sp and choosing the test option from the
popup ,a form for filling each parameter of the sp appears. Even an ..  icon
for output cursors appear. Just by clicking this icon you can see the
content of this cursors which are generally send to the front end
application.  So my vote for plsql developer.
