I expect you've had an issue with the database and it's stuck somewhere between closed and open. You may need to: 1) let it complete startup and try again 2) wait until the db is restarted by the DBA 3) contact the DBA and see what is wrong If you're not the DBA there isn't anything you can do except contact the DBA responsible for that database and notify him/her of the situation.
