 Redesigned home page with space for daily announcements and emergency
alerts.



 Mobile device-friendly design.



 Website shall be compatible with multiple browsers, including Internet
Explorer 7 and 8, Mozilla, Chrome,

Safari and Opera.



 The vendor will specify the graphic design and layout for the site in a
“mock-up” format before formal

adoption and approval is granted.



 Workflow system for access levels, content approval and content review
reminders with support for user

roles/administration, including general read/write/approve permission model
as well as folder/page level

permissions, based on the following

 Administrator – content developer, site administrator, ability to change
the hierarchical sorting of links,

pages, or content navigation

 Editor – content developer, content approver/publisher, ability to edit
site structure and add or remove

pages

 Content Manager – content developer The vendor will provide a “mock-up”
demonstration of the workflow

process before formal adoption and approval is granted.

 The goal of the new website will be to allow the City of Cedar Rapids IT
staff and department content

developers to create, edit and publish content quickly and easily



 The IT staff will be the only department to have permission to make changes
to the home page as guided

by the City’s Communications Liaison



Create navigation structure based on City services and programs, with pages
designed for various

audiences: residents, businesses, visitors, etc.



 Website search capability with advanced options



 The URLs automatically generated by the new site must be persistent, short,
easy to alter/control by

content editors and administrators



 Navigation shall allow for search engine optimization techniques



 The vendor is expected to use best practices for user heuristics for
website navigation



 The City of Cedar Rapids prefers a structure that makes most content
accessible within two clicks



 E-commerce capabilities - ability for users to pay all city bills/services
online



 Online forms and submission capabilities



 Dynamic registration forms



 Interactive calendar of events



 Interactive media capabilities, including RSS feed, video streaming,
podcasting,photo gallery, interactive

maps (golf courses, trails, bus routes), flash content, etc.



 Must permit uploading of various file types, such as image files, pdf and
Microsoft Word, PowerPoint and

other documents



 The vendor shall provide examples of social media applications that could
be incorporated into the website



 Provide 100% compliance with disability access rules as specified by the
World



 Wide Web Consortium and US Federal Section 508



 Compliant with the Iowa Open Records Law



Compliant with American with Disabilities Act (ADA)



 Add breadcrumbs to every web page



 Provide the ability for user to change text size



 The vendor will provide options for usability testing before formal
adoption and approval is granted



 Build the website using a Sharepoint 2007 platform



 The site shall interface with Hyland OnBase Database Management System



 Must provide website analytics capabilities



 Must provide ability to customize content and design



 Support authentication through active directory (not necessarily native)



 Support the use of development/testing servers as well as production
servers



 The vendor will provide documentation, training and surrender application
architecture, workflows,

templates, source code and software licenses purchased by the City of Cedar
Rapids



 The vendor will work with IT to configure website monitoring and statistics
to properly report, alert and

provide a knowledgebase of common support issues/resolutions



 The vendor must provide options for training all three user groups,
including administrators, editors and

content managers
