*Summary*

Summary: The Application Developer will perform highly advanced
non-supervisory technical work in the analysis, planning, design,
development, testing and debugging, maintenance, and documentation of
highly complex applications using existing and emerging platforms to
fulfill the needs of the client's business systems.  The highly advanced
technical role includes the assignment and accountability for highly
complex application development or customization projects for new or
existing major agency systems that provide core business functions.  This
category includes web application and database development.



Project Description: This application developer position will be working on
the following Unemployment Compensation (UC) project:



Shared Work Project– Pennsylvania's Shared-Work Program allows an employer
to temporarily reduce the work hours of a group of employees as an
alternative to a lay-off. Employees covered by the plan receive a
percentage of their UC Weekly Benefit Amount, or WBA, while they work the
reduced schedule, if they are otherwise eligible for UC.

This project will look to implement the following three aspects of
Pennsylvania’s Shared Work Program:

1.            Online filing, by employers, of their plans online to
participate in the Shared Work program

2.            Online filing initial claims by claimants

3.            Online filing of continued claims by claimants



*Responsibilities*

§  Meets with users and/or business analysts to determine business or
existing system inefficiencies or problems, objectives and operational
needs, level of utilization of existing systems, and computer equipment
capability to identify information technology alternatives and provide
solutions for improving operations.

§  Performs the identification and evaluation of alternative design options
for business systems supporting multiple applications, including the
technical and economic feasibility of each alternative.

§  Develops, presents, and advises users and higher level managers on
recommendations for systems parameters, including proposed schedule and
projected costs for development.

§  Develops specifications for proposed business systems supporting
multiple business applications, including report layouts, screens, input
documents and forms file design, forms design, and physical file structure.

§  Determines database requirements and prepares database design for highly
complex systems.

§  Ensures the appropriate incorporation of information security policies,
principles, and practices in application requirements including determining
user roles, coordinating security requirements with other IT areas, and
developing application disaster recovery procedures.

§  Performs system and program coding and ensures that the coding is
consistent with the system requirements and design and applies and conforms
to application procedures and standards.

§  Performs system testing and regression testing authoring testing
scripts, and testing data security and backup.

§  Reviews and understands the work plan.

§  Provides status of work to Project Manager

§  Anticipates, identifies, tracks, and resolves issues and risks affecting
work.

§  Develops contingency plans as necessary.

§  Utilizes deep modeling, design and coding skills.

§  Provides expertise in one or more database environments.

§  Supports team in modification of enhancements and changes to
applications.

§  Leverages excellent written and verbal communication skills - May
coordinate activities of other application developers

§  Supports business process, problem analysis and consultation.

§  Processes open defect/maintenance tickets and correct technical errors.

§  Present complex technical constructs to business and non-technical users.

§  Collaborate with business users, project managers and technical
architects.



*Requirements*

§  4 year college degree or equivalent technical study with advanced study

§  5+ years of experience: Application development

§  5 years of experience: computer programming maintainability,
reusability, reliability, availability, usability, and scalability

§  3 years experience with each of the following:

o   Classic ASP

o   ASPX

o   HTML and CSS

o   WebSphere MQ management and development

o   Open XML

o   Visual Studio 2013 +

o   Team Foundation Server (TFS)

o   C#

o   JavaScript

o   Web Services

o   XML

o   Microsoft Office 2010 +

o   SQL Server 2008 queries, data communications, development

o   Windows Server 2012 R2

o   IIS 8.5

o   MVC

§  Proven hands-on technical work with a variety of technologies.

§  Knowledge of the principles and practices of information technology
project management.

§  Knowledge of business process analysis methods.

§  Knowledge of system design and system flow concepts.

§  Knowledge of data management concepts.

§  Knowledge of data modeling methods and techniques.

§  Knowledge of business process modeling methods and techniques.

§  Knowledge of computer programming maintainability, reusability,
reliability, availability, usability, and scalability.

§  Ability to communicate effectively both orally and in writing



*Nice to Have*

§  Experience with managing Commonwealth projects of similar size and
complexity

§  Understanding of Commonwealth policies
