This individual will manage and oversee all aspects of the agile development lifecycle for the project. Sets schedules and deadlines, assign and monitor progress ons tasks and responsibilities, allocates resources, and summarizes progress of project in an iterative methodology environment. Builds and maintains working relationships with team members, other teams and organizations, contractors, vendors, and others. Implements and maintains quality improvement processes. Prepares project status reports for senior management and proactively manages risks, mitigation strategies, threats, and opportunities. Reviews project milestones and products, and responsibility for all deliverables. Implements organization standards and best practices in project execution, and ensures projects are clearly documented and communicated to stakeholders. Manages and mentors development staff. *Knowledge, Skills, and Experience * · 10+ years of experience in the software development field. · 5+ years’ experience managing software development projects · Proven technical leader with demonstrated development project expertise. · Must possess an active PMP certification from PMI · Experience leading Agile and Waterfall based development teams. Scrum Master Certification is a plus. · Expert knowledge of application development (SDLC) from planning and inception through implementation and post-production support · Strong understanding of quality improvement processes. · Extensive experience implementing disciplined processes for managing quality of requirements, code, and deployments · Proven track record with continual improvement of quality metrics and processes · Ability to consistently manage and report on scope, schedule and budget · Possess knowledge and expertise in the use of various delivery methodologies (especially agile) and have a clear understanding of human resources policies/practices and change management techniques · Experience in project management disciplines including organizing and prioritizing multiple tasks · Experience managing agile projects in JIRA · Strong demonstration of leadership, team centric skills and is solution oriented · Strong communication skills with the ability to communicate at all levels with clarity, poise, maturity and precision both written and verbally · Cultivate and maintain strong relationships with the customer and the team to maintain high levels of customer satisfaction. · Excellent problem-solving and critical-thinking skills; balancing strategic alignment with technology roadmap and emerging industry trends with practical delivery. · Experience with managing development teams with open source solutions (Java, Java Script, Gitlab, Maven, Jenkins, Hibernate, Spring, Elastic) or similar environments preferred. · Experience with Confluence Wiki and MS Project is a plus. · Experience with federal government systems is a plus. · Must be a U.S. citizen or a foreign citizen authorized to legally work in the United States. · Must pass a background investigation · Must be able to work on site *Educational Preferences* · Bachelors or advanced degree, preferably in Computer Science or related field. · Certified Scrum Master · Clearance: Ability to attain Federal Government Position of Trust HTG is an EEO/AAP employer.
