Title: GIS DEVELOPER

Location: Portland, OR

Duration: 7 months contract



Must have ArcFM Experience



*Responsibilities: *

Perform duties as assigned by the IT GIS Supervisor and the FastGate
Replacement Project Technical Lead

Perform assigned work as defined in the individual statement of work.

Analyze existing business/technical processes and information flows which
cross multiple systems. Document issues, define alternative approaches to
problems, assess business impact and recommend cost-effective solutions.

Develop/re-engineer existing ETL processes from new editing system to
downstream publishing systems. Design and develop
applications/customizations using .NET, ArcObjects, Python, and SQL
programming languages.

Translate requirements/design specifications into detailed test plans/test
cases, develop test data and execute unit/systems testing

Recommend alternative software solutions to management/project team to meet
business needs.

Deliver on commitments and manage software development services to
accomplish the assigned work.

Maintain project timeliness and budgets.



*Job Requirements:*

*Qualifications/Minimum Requirements:*

1. Must possess at least 5+ years of experience in business application
design, development, installation, and/or modification in a desktop or
client server environment and a Bachelor's degree in information systems,
computer science or a related field.

2. Must work closely with technical and subject matter experts to gain an
understanding of requirements/design and provide input from a software
development perspective.

3. Experience developing and supporting desktop and web based applications.
Operating system experience must include Windows environments and
management thereof. Programming experience must include .NET. Database
experience must include Oracle and Microsoft SQL Server databases.

4. Technical skills including analysis, installation, configuration, and
data management, and developing procedural language applications/utilities
(PLSQL, TSSQL)

5. Experience developing Esri based applications using .NET, ArcObjects,
Python. Experience with Esri platforms ArcGIS Desktop and ArcGIS Server
(specifically the ArcSDE / Geodatabase components.) Familiarity with the
Geodatabase on both the Enterprise database (RDMS) and File Geodatabase
platforms is required.

6. Experience with electrical distribution and transmission system
modeling, including typical equipment rating attribution, energized
attribution, network connectivity concepts, and analysis application
concepts.

7. Experience customizing/developing ArcFM (electric utility) applications
and tools. This includes ArcFM Enterprise database/desktop editing
environment, the ArcFM Session Manager / Process Framework, and ArcFM
Engine / Inspector platform.

8. Experience with systems/automation engineering including but not limited
to operating system configurations for directory privileges/sharing,
Windows/UNIX service configuration and job development and automation.

9. Experience with general data manipulation/automation with GIS or
database extract/translate/load tools, specifically Safe Software FME and
ArcGIS Python.

10. Communication and interpersonal skills for consulting with users to
understand needs, define requirements, and provide effective solutions.

11. Good writing skills to be able to effectively document system
components, such as system architecture, data flow, operations, software
installations and support.

12. Knowledge of current technologies, tools, applications, and vendors.

13. Report status and communicate risks to stakeholders

14. Ability to work both as a team member, or independently on complex
tasks, to maintain project timelines, budgets, and deliver on commitments.
