MANDATORY REQUIREMENTS:

1.            84 months of experience in the design, implementation and
deployment of Java applications using modern Javascript libraries

2.            84 months hands-on experience using SPRING framework

3.            60 months hands-on experience using Hibernate, myBATIS or
other Object Relational Mapping framework.

4.            84 Months hands-on experience in programming Oracle WebLogic
Java applications from specifications expressed by use cases, class
diagrams, interaction diagrams and sequence diagrams.

5.            60 Months hands-on experience in developing Oracle database
schemas, tables, procedures and permissions.

6.            Bachelor’s degree or higher in Computer Science, Information
Technology or Public Health from an accredited institution

7.            84 months of application testing experience including design
and implementation of testing plans

8.            36 months of experience in programming public sector
government IT projects.



JOB DESCRIPTION:

Project Name: Health Information Technology Administration – Meaningful Use
Registration and Tracking Application

1.            NYS Medicaid must implement enhanced systems and technology
solutions to support the efficient operation of the Meaningful Use
Electronic Health Records Incentive Program and support Office of the
Medicaid Inspector General (OMIG) compliance and audit activities. Tracking
and monitoring will begin with web-based provider registration and continue
until successful ongoing submission is achieved. The consultant will be
performing application development tasks including researching and
documenting technical designs, programming solutions, writing and executing
unit test plans, researching, resolving, and testing defects, customer
technical support, and close collaboration with the mid-level programmer.

2.            Review business requirements documentation with technical
manager to ensure clarity in implementation of technical design

3.            Implement systems and program design to meet highly complex
business needs and technical design document.

4.            Creates appropriate documentation in work assignments such as
program code and technical documentation.

5.            Assists technical manager in development time estimates and
assigned tasks

6.            Leads the software development team in coding, testing,
debugging, implementing, and documenting highly complex programs, and
developing complex test plans to verify logic programs.

7.            Troubleshoots complex end user technical issues, identifying
problems and leading solutions

8.            Implements release management process including technical
steps to promote, test and release through the development environment,
coordinating with infrastructure staff.

9.            Uses iterative and agile software development life cycle
methodologies.
