Consultant probably has the technical skills, but his interview and
inter-personal skills are so lacking that we can't confidently go forward.
He was very difficult to talk to, and we could not determine if he had all
of the technical skills we are looking for (although our guess is that he
does). Part of this role will be working with our team members and the
users, and he just doesn't have the communication skills for that.
