Position Summary

The selected candidate must be able to demonstrate excellent software
development skills in a SAS environment and possess excellent communication
and problem-solving skills. The candidate will assume a key technical role
working closely with the budget office team to deliver SAS BI programming
and SAS server support and will report to the Data Analytics Manager in the
NC Medicaid IT/HIPAA Section. The candidate will also be working with other
DMA sections to produce analytical reporting from the DMA data warehouse.

Responsibilities include:
Working with data analytics manager, other IT/HIPAA technical staff, and
key stakeholders in other sections to support the SAS Forecasting system
used by the DMA Budget Office.
Leverage Experience to ensure successful support delivery.
Assisting with the establishment of, and adherence to, programming
standards based on industry accepted methodologies and standards.
Effective communication with other team members and project management.
Participate in peer reviews within the team to help ensure quality,
adherence to standards and guidelines.
Leverage experience working with code management and unit testing.
Provide technical contributions at database and server layers.
Adhering to best practices in software building, release management, and
testing including source code management.


Requirements

Required:
Must have a minimum of one (1) year of experience working in a Health
Insurance environment that utilized claims adjudication, membership and
billing. (Health Insurance should be with Medicaid, Medicare, or other
large insurer like Kaiser, CIGNA, United Healthcare, or the Blues.)
Minimum 3 years of progressive, successful experience as a SAS programmer.
Solid SQL experience in a SAS environment, i.e. SAS/SQL to include joining
tables to extract data.
Excellent knowledge of SAS tools with emphasis on SAS BASE, SAS MACROS, SAS
SQL, SAS BI Tools, and SAS Data Integration Studio.
Experience with SAS Management console, SAS Web Report Studio, and SAS
information Map Studio.
Experience using SAS ODS to display output in HTML, excel, pdf, or
delimited CSV files.
Willingness use technical skills to tackle challenges that arise
Good interpersonal and client relationship skills
Understanding the end user and operational implications of architecture and
technical decisions
Bachelor's degree in Information Technology, Computer Science, or Computer
Engineering
