*Position: Treasury IT Project Manager*

*Position Summary:*

The Treasury IT *Project Manager* plans, organizes and controls
all development activities of IT projects at varying levels of complexity.


Duties include:

·         Actively manage several projects including Legacy Moderization,
Mobile Document Delivery, Unclaimed Property Replacement.  This project
will include reviewing extensive documentation and interview various
subject matter experts (SME’s) within the agencies to understand the
current system and the requirements for the new system.

·         Possess a sound *knowledge of procurement and contracting
practices*

·         Lead and execute the bid process, drive a procurement team and
the bidder selection process.

·         Create and maintain project schedules.

·         Drive standardization between the Treasury IT projects

·         Lead and drive integration points between these projects and
external organizations as required.

·         Ensure that users and project team members’ roles and
responsibilities are defined.

·         Coordinate and monitor activities to ensure project is completed
on time and within budget.

·         Ensure that user requirements, deliverables and approvals are
defined and documented.

·         Communicate project status often and highlight risk and issues to
Treasury Leadership and the Capital program manager

·         Promote use of PMI best practices.

The candidate must be comfortable interacting in multiple relationships
simultaneously, managing the diverse tasks and people involved in competing
priorities, offering ideas, and exhibiting a passion for superior quality
and customer service.



*Responsibilities of Project Manager*

·         Responsible for the implementation and daily management of all
Project Management and SDLC activities related to the project, from design
and development to production

·         Drive procurement, bid and selection processes

·         Review extensive documentation and interview various subject
matter experts (SME’s) within the agencies to understand the current system
and the requirements for the new system

·         Ensure that deliverables are on time, within budget and
acceptable to both agencies

·         Execute PMI centric Project Management Methodology (CommonWay)

·         Define requirements and project plan lifecycle deployment

·         Complete and submit all project documentation and reports
required by the Commonwealth’s CommonWay Project Management Methodology and
Investment Brief processes, or successor processes

·         Coordinate with Systems Integration Services vendors

·         Develop and maintain extensive project plans for all project
deliverables, resources, and timelines for project implementation

·         Manage project budget and financial reporting requirements

·         Meet with contractors and management (internal and external)
throughout the project to ensure that deadlines are being met

·         Maintain and submit clear and concise activity/progress/time
recording reports to management and reporting agencies as required

·         Proactively and effectively manage issue escalation and change
control processes

·         Ensure all communication is constant and clear

·         Create strategies for risk mitigation and contingency planning

·         Provide regular project status, dashboard, milestones, and risk
assessment reports to appropriate stakeholders

·         Become completely familiar with and ensure that the solution
complies with business requirements and specific current and future
Commonwealth standards and policies

·         Coordinate and conduct regularly scheduled meetings with SME’s,
stakeholders, management, contractor’s, vendor, etc. as required

·         Identify and resolve project issues efficiently

*Qualifications for IT Project Manager*

·          Possesses a *strong working knowledge of Project Management Body
of Knowledge (PMBOK) guidelines and other PMI standards*

·          Prefer certification by an established professional organization
as a Certified Project Manager PMP, preferably specializing in the
Information Technology field

·          Possesses a working knowledge of the Software Development Life
Cycle (SDLC)

·          Minimum 8 years of project and task management of an application
development project

·          Minimum 8 years’ experience coordinating and/supporting IT
business processes

·          *Has successfully managed at least three major IT migration
projects, with at least one project being completed within the past year*

·          Bachelor’s Degree or higher

·          Former local, state, federal government experience preferred

·          Excellent communication and analytical skills

·          Demonstrated ability to work effectively in a highly matrixed
organization – “manage without authority”

·          Strong organizational, presentation, and leadership skills

·          *Minimum 8 years’ experience working on information technology
projects *

·          Proficiency in MS Project, MS Office and SharePoint
