*Note: Testing experience and experience in healthcare/familiarity with HIX
is strongly preferred.*



*SCOPE OF SERVICES TO BE PROVIDED:*

The QV shall provide a User Acceptance Tester (“UAT Tester”) to support the
Massachusetts Health Insurance Exchange/Integrated Eligibility Systems
Project (“MA HIX/IES Project”).

The UAT Tester will work in conjunction with the University’s Project
Director or designee, the Massachusetts Executive Office of Health and
Human Services or “EOHHS” (the University’s collaborator on the MA HIX/IES
Project), and the MA HIX/IES Project Senior Management Team. The HIX MH UAT
Tester will be directly supervised and overseen by the Chief Information
Officer of EOHHS, or his/her designee, in conjunction with the MA HIX/IES
Project Senior Management Team.

The UAT Tester for the MH HIX/IES Project will be primarily responsible for
supporting user acceptance testing, execution and defect management. The
role includes working with the QA Test Manager, business stakeholders and
subject matter experts, information technology project management and the
HIX/IES project team to test the HIX/IES application representing
MassHealth users. This role is responsible for all tasks relating to user
acceptance testing from test creation to test execution and documentation
of issues/defects through resolution.



*Specific goals for the contract resulting from this RFQ include:*

   - Review requirements (Business Requirements Documents, Interface
   Control Documents, etc.) pertaining to releases that need to be tested;
   - Create test cases and document in ALM application; ensure requirement
   traceability is maintained;
   - Execute *test case for the MassHealth UAT team (scripted and ad-hoc
   test cases);*
   - Identify or create test data for the test cases;
   - Test case execution for *new functionality, regression testing and
   retesting defect fixes*;
   - Provide on-site support for MassHealth subject matter experts during
   testing;
   - Document issues encountered during testing by taking print-screens,
   documenting steps to recreate issue, and working with subject matter
   experts to identify criticality and severity of the issue;
   - Replicate issues before entering into Application Lifestyle
   Maintenance (tool used to record requirements and defects);
   - Enter issues in ALM in a timely basis; ensure all required fields and
   processes are followed; track defects to resolution and provide additional
   details, as needed;
   - Support subject matter experts in understanding federal test data and
   identify which data sets will meet their scenario need;
   - Support quality assurance test manager on talking counts for daily
   reports;
   - Participate in triage meetings when needed;
   - Collect and enter all issues/defects reported by subject matter expert
   testing team in a timely manner with accurate and detailed reproducibility
   steps along with frequency of problem and all supporting comments and
   documentation;
   - Provide daily counts of issues encountered with severity and
   criticality;
   - Provide additional information to system integrator vendor when they
   have questions about an issue;
   - Understand bug-tracking process and coordinate support with management
   to provide additional research and debugging of issues needed to resolve
   any outstanding, high priority problems.



*Required Qualifications:*

·         BS degree in Business Administration or Computer Science
preferred;

·         5-10 years of experience in quality assurance test management;

·         Knowledge of  HP Application Lifecycle Management (ALM);

·         Excellent Excel skills;

·         Ability to multi-task;

·         Ability to comprehensively understand data elements, sources and
relationships;

·         Self-motivated individual able to function effectively when
working independently or in a team;

·         Excellent communication, writing and comprehension skills;

·         Ability to operate in a fast paced, rapidly changing environment.



*Preferred Qualifications:*

·         Knowledge of Medicaid systems, the Health Information Exchange
(HIE) and Health Insurance Exchange (HIX) programs, and medical claims
management systems are desired.

·         Strong preference given to candidate with proven experience in
large health plan administration especially Medicaid and or CHIP or other
public health applications of a similar nature.
