PM will lead the project team to upgrade the Kronos product, integrate
Kronos and the DBHDS Financial Management System (FMS) with the new
Cardinal Payroll system, and facilitate organizational and business process
change in DBHDS payroll operations.



The Project Manager position reports to the Department of Behavioral Health
and Developmental Services (DBHDS) Project Management Office (PMO) Director
and will collaborate with DBHDS Finance and Facility staff, the time and
attendance vendor (Kronos), and the enterprise Cardinal Payroll project
team to upgrade the Kronos product, integrate Kronos and the DBHDS
Financial Management System (FMS) with the new Cardinal Payroll system, and
facilitate organizational and business process change in DBHDS payroll
operations.



The project is scheduled to complete in November 2018. Due to the
relatively long engagement we will screen for a PM who is willing to commit
to the project for the whole duration and interacts well with key DBHDS
stakeholders.



The PM will operate in a heavily matrixed environment. Key contributors
work directly for vendors, other projects, and DBHDS Finance. The
successful candidate will demonstrate an ability to collaborate effectively
across organizational lines to influence line staff performance. There are
14 DBHDS medical facilities spread across the state, and though the bulk of
the PM work will be done at the central office in Richmond VA, there may be
some day travel required to facilitate on-site training or requirement
gathering.



Responsibilities:



Partner with Kronos to upgrade the current on premise (CESC) install of the
Kronos system to the current version. This includes managing the scope of
the upgrade impact to mitigate any risks to downstream systems, ensuring
adequate training for DBHDS payroll staff, and monitoring Kronos
performance against the upgrade SOW.



Partner with Kronos, Mitchell Humphries (the FMS vendor), and the Cardinal
Payroll Project to design, build, test, and deploy interfaces between
Kronos and Cardinal Payroll, and FMS and Cardinal Payroll. This includes
managing vendor staff to a tight timeline, coordinating with DBHDS SME
staff statewide, and providing clear, concise reporting that will be
distributed among DBHDS leadership, Cardinal Payroll leadership, and
members of the Governors cabinet.



Coordinate and facilitate organizational change management efforts and
business process redesign sessions. Manage the efforts contractors or staff
who will revise training materials and process/procedure documentation to
match the new methods for executing payroll functions.



Requirements / Experience / Skills



Required: Experience managing financial systems projects. Preference will
be given to candidates who have experience with payroll systems. Strong
preference for Kronos, Cardinal, and/or FMS.



Required: PMP certification through PMI, or PM qualification. Candidates
without PM qualification must arrange to obtain the qualification within 90
days. Preference will be given to candidates who have both. Candidates will
be expected to knowledgeably address their qualification in the interview.



Required: Ability to cultivate positive working relationships with internal
customers, vendors, and coworkers, and demonstrate recognition of and
sensitivity to the styles and needs of end users. The PM will communicate
with a wide variety of people in various roles in multiple organizations,
and must represent the DBHDS PMO in a focused, collaborative, and
professional manner.



Required: Excellent verbal communications, presentation development and
delivery, and written instructions.



7+ years of experience as a PM, especially with projects that emphasize PM
business collaboration and communication over technical expertise.
