A segunda, retorna o comando que acabou de chamar. Se só obteve a primeira linha, provavelmente o serviço não está rodando mesmo. Neste caso, se há um administrador linux/unix por aí, peça a ele que habilite o serviço. Caso não haja, informe qual distribuição linux ou unix flavor está utilizando e se há modo gráfico e nós podemos lhe auxiliar. Ou consulte a documentação do S.O. em questão. Para saber se seu usuário têm ou não permissão de agendar jobs no S.O., utilize o crontab -e. Se tiver autorização, você será direcionado ao seu arquivo crontab para inserção de novos jobs.
Outro colega fez uma observação importante... Você está se referindo a jobs criados via oracle ou via sistema operacional? Imagino que se estivesse se referindo a jobs criados pelo sistema operacional, você já conheceria esta ferramenta chamada cron.
