Dando feedback do assunto, analisando as instâncias não consegui encontrar nada de diferente, apenas os parâmetros SGA* eram diferente. Precisei atualizar essa base com dados de produção, e após a atualização o problema não ocorreu mais.

SOLUTION If this issue occurs again we suggest to open a ticket with your OS vendor to assist. Also you can take the following diagnostics: 1.
