I.          DESCRIPTION OF SERVICES

The Department of Information Resources (DIR) requires the services of one
Change Management Project Coordinator, hereafter referred to as Worker(s),
who meets the general qualifications of *ITSAC Business Analyst 3 Category**,
Emerging Technology Type* and the specifications outlined in this document
for the Texas Department of Transportation (TXDOT).



                All work products resulting from the project shall be
considered “works made for hire” and are the property of the TXDOT.  TXDOT
may include pre-selection requirements that potential Vendors (and their
Workers) submit to and satisfy criminal background checks as authorized by
the Texas law. TXDOT will pay no fees for interviews or discussions, which
occur during the process of selecting a Worker(s).

Oversees or performs the development, and coordination of a change
management strategy for implementing the Comptroller of Public Account’s
enterprise resource planning (ERP) application, which includes PeopleSoft
Financials and Human Capital Management components.   Develops and deploys a
change management strategy including a set of actionable and targeted plans
– including communication plan, sponsor roadmap, coaching plan, training
plan and resistance management plan. Creates and manages measurement methods
to track adoption, utilization and proficiency of individual changes and
plans.

Oversees or participates in project coordination, planning, and scheduling;
performs strategic analysis and planning; coordinates activities with other
teams and other agency initiatives to mitigate the level of change.

Strong experience and/or knowledge of end user training plan development and
deployment methods

ERP experience

Strong analytic and decision making abilities

Ability to work effectively at all levels of the organization

8

Ability to work within a team environment

8

Ability to influence others to work toward  common goals

8

Experience with project management approaches, tools and phases of the
project lifecycle

Excellent communication skills

Experience delivering training and communication in Texas for statewide

*III.       TERM OF SERVICE*

Services expect to start as soon as possible and are expected to be
completed by October 31, 2012.  Total estimated Worker hours shall not
exceed 4100 hours.  This service may be amended, renewed, and/or extended
providing both parties agree to do so in writing.
