Position: SLDS I Web Architect
Location: Austin /TX
Duration: 2 months + Extendable
Client: State of TX / Texas Education Agency (TEA)
All work products resulting from the project shall be considered
“works made for hire” and are the property of the TEA. TEA may
include pre-selection requirements that potential Vendors (and their
Workers) submit to and satisfy criminal background checks as
authorized by the Texas law. TEA will pay no fees for interviews or
discussions, which occur during the process of selecting a Worker(s).
This position is responsible for developing a web architecture and
high level redesign of a public facing website that provides
educational reports and data. The goal of the redesign is to improve
the accessibility, navigation and ease of maintenance of new and
existing data and functionality of reporting. The redesign should
allow for database-driven content, to make changes to existing content
and adding new reports to the site easier and less time-consuming.
This position will be responsible for the creation of an architecture
that is easily maintainable and extensible to allow addition of data
and reports from different report tools and sources.
Architect must have experience in the design and development of secure
web sites and have experience consolidating multiple web sites into
one coherent site. This position will also be responsible for
gathering and writing requirements for the website redesign project
and creating other technical design documents. Work under minimal
supervision with considerable latitude for the use of initiative and
independent judgment.
Other Special Requirements:
This position may be extended for twenty-four (24) months after the
end of the initial term of service.
II. WORKER SKILLS AND QUALIFICATIONS
Minimum Requirements:
Years Skills/Experience
8 Experience in different computer applications including major web
integration in an ASP.NET 2.0 framework, IIS web server environment,
and expert-level experience associated with the analysis, design, and
development of dynamic web sites and web applications.
1 Experience consolidating multiple web sites into one coherent site
and integrating information from several sources including Cognos
reports, Crystal reports, SAS reports and data sets, text and html
pages.
1 Experience programming in C#.
1 Experience in the design and development of secure web sites
requiring user authentication.
3 Must have experience gleaning requirements from existing systems and
individuals at all levels, writing requirements specifications and
architecture design documents and, performing gap analysis.
1 Knowledge of and experience with data warehouse architecture is
required. Background in database administration and knowledge of data-
mining and warehousing techniques as well as software development
experience.
STRONG Experience with plan work and explaining project plans, status,
and designs to technical staff and managers.
STRONG Excellent verbal and written communication skills.
Degree Bachelor’s degree in computer engineering or computer science
or related area.
Preferences:
Years Skills/Experience
1+ Experience in quality assurance testing and data analysis using SQL
or SAS preferred.
1+ Experience and knowledge of state education data sources including
PEIMS, teacher certification, higher education, and TAKS preferred.
Knowledge of confidentiality issues concerning education data.
Familiarity with business intelligence reporting tools such as Cognos
and SAS BI.
Master’s degree preferred.
Knowledge of and experience with Accessibility issues (Section 508/
ADA & TAC 206.50)
