This is a very long term contract engagement (at least one year or more). Client will conduct a phone interview and then highly prefers to meet candidate in person so please keep this in mind when screening candidates. Personality and communication skills are also key as the manager likes to make sure the candidate will fit well in with her team, hence the desire for an in person before a decision.
