Position ; Data Analyst

Location : Washington DC.

Duration   This is a 1-year contract position.

 SUMMARY

Performs complex data analysis in support of ad-hoc and standing requests
from external and internal requestors. Supports a formal data quality
program for Market Information Programs to include reporting and analysis.
Acts as a liaison with key data suppliers and consumers in addition to
internal stake holders.

ESSENTIAL DUTIES AND RESPONSIBILITIES

•             Performs complex data analysis in support of ad-hoc and
standing requests from external and internal requestors

o             Works with requestor to develop and understand request while
tracking time and status in the work request system

o             Develops appropriate methodology for collecting, analyzing,
and presenting results

o             Where required, applies standard statistical methodologies to
determine sample sizes, errors rates, standard deviations, and other
required data



o             Thoughtfully and thoroughly evaluates the findings



o             Documents approach used to retrieve and manipulate data in
order to allow review and replication of work



o             Routinely writes complex queries to extract results for a
wide variety of data requests



o             Creates polished reports as needed for consumers of analysis



o             Gives presentations on analysis results including analyst’s
conclusions on the accuracy, usefulness, and completeness of the data



•             Supports a formal data quality Programs to include reporting
and analysis:



o             Creates, edits, and manages documents that describe the
elements and flows of the data collects, transforms, and disseminates, as
well as the quality standards and specifications the PO Department seeks to
achieve with the data



o             Performs assessments of data quality pursuant to standard
methodologies and reports results using standard formats



o             Performs risk assessments of various aspects of data quality
consistent with risk management practices of Department



o             Participates in projects utilizing continuous improvement
principles to identify, select, and implement changes to data processes
that will improve the quality of data



o             Creates, tests, validates, and documents corrections of data



•             Liaison with key data suppliers and consumers:



o             Participates in regular meetings and communications with data
suppliers; articulates the needs of the Market Information programs with
respect to the quality and nature of the data supplied; seeks to build
lasting relationships that will form the basis of continued improvement
over time



o             Meets with key knowledge workers who consume Market
Information data; documents and reports on their needs and usage of the
data and uses that knowledge to guide the standards of quality the
Department should seek



o             Represents data management as part of a Agile development
team providing data analysis, data quality, and data standards.



•             Provides input to management on decisions concerning Data
Management projects by providing situation assessments, developing
alternative solutions, evaluating risks, costs and benefits and making
recommendations



•             Writes complex queries used by back office and call center
staff for the execution of standard operating procedures or in support of
ordinary activities

 •             Pursues ongoing skill and knowledge development to extend
the range and depth of knowledge and skills, within the scope of assigned
duties

•             Performs other duties as required by the Senior Data Analyst
and Data Management Director

EDUCATION/QUALIFICATIONS

Bachelor’s degree in business systems, computing or related field; Master’s
degree is preferred. Three or more years of experience with databases,
preferably Oracle PL/SQL.  Ability to write sophisticated queries to
extract complex datasets from Oracle and MS Access databases; ability to
design, create and populate ad-hoc databases from a variety of sources to
meet analytical goals. Knowledge of the municipal securities industry and
the role of the MSRB as well as the interdependencies other regulatory and
enforcement agencies.

Stays current with industry changes, trends, and relevant activities of
other regulatory and enforcement agencies. Identifies, analyzes, and
resolves problems in connection with defined objectives.  Generates or
identifies innovative and practical solutions to address those problems.
Effectively adjusts to new priorities, processes, requirements and/or
environments.  Responds quickly to change and facilitates the acceptance of
change.  Ability to work in a positive and constructive manner with others
to achieve organizational and individual goals.  Commits to and holds self
