Additionally, the project is intended to provide businesses with a web location where they can log on to manage all of their business transactions with the City. Major development is being divided into multiple phases of successive increasing complexity, all beginning concurrently. These resources will serve as a liaison between the central project team and all City Agencies involved to ensure appropriate flow of information between entities, as well as identify and resolve critical concerns; research and refine relevant City policies; system design and implementation; analyze and document business requirements; work with technical analysts to research problems and find and implement solutions; document centralized procedures for the launch, implementation, and subsequent operation of all releases of NYC Business Express; responsible for the development of documentation for existing and proposed business processes and functional specifications, as well as the facilitation of joint application design sessions with users and IT staff; understand the long-term business objectives and suggest strategies to meet those objectives and insure new functionality and enhancements do not adversely affect existing functionality. We require Business Analyst resources to produce or collaborate on the following deliverables: - Analyze and document business requirements - Work with technical analysts to research problems and find and implement solutions - Document centralized procedures for the launch, implementation, and subsequent operation of all releases of NYC Business Express - Development of documentation for existing and proposed business processes and functional specifications - Facilitation of joint application design sessions with users and IT staff - Data Model and XSD Schema Design *MANDATORY SKILLS/EXPERIENCE * Candidates should possess at least 4 years of relevant business analysis experience gathering and documenting high level and detailed requirements, technical specifications, use cases, and test cases, for large-scale government enterprise application projects. The contractor must have hands-on experience with all of the tasks and deliverables listed in the "Scope of Services" section, and must be able to work independently and with both functional and technical resources. The individual must have experience facilitating and gathering requirements and be familiar with automating document based operations. He or she needs to be a creative thinker and be able to function as a part of multi-disciplinary team. He or she has to know XML stack: XML Schema, X-Path, XSLT, and XQuery.
